India Faces Up To 100% Trump Tariff Over Russian Oil

tatives has passed legislation giving President Donald Trump authority to impose tariffs of up to 100 percent on goods from countries that continue to buy Russian oil and gas, putting India’s large Russian crude purchases under renewed scrutiny.
The House passed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 by 262-159 on September 16, after the Senate approved it 86-11 on August 7. The measure now goes to Trump for his signature.
India is also one of Russia’s largest crude customers. From December 2022 through August 2026, India accounted for 37 percent of Russia’s crude oil exports, second only to China at 50 percent, according to the Centre for Research on Energy and Clean Air.
The legislation does not impose a 100 percent tariff on India automatically and does not set an India-specific tariff rate. Instead, it gives the president authority to impose duties of up to 100 percent on goods from countries covered by provisions targeting major purchasers of Russian energy. Additional countries could be added following reviews by the U.S. Trade Representative every 180 days.
The measure has raised concerns in India over the potential effect on both energy costs and Indian exports to the United States.India said on September 17 that it “remains firmly committed to ensuring energy security for its 1.4 billion people.”
The Indian foreign ministry said that it had noted the bill’s passage, and that it had very clearly articulated the potential implications for the bilateral relationship and the international energy market.
